Well, as UniExtract says this appears to be a VISE installer, but it can't be properly unpacked. The only method I know of extracting Installer VISE files is using the InstExpl Total Commander plugin, but it's very hit-or-miss. Unfortunately, this appears to be a miss. I took a quick look at the file, but I couldn't find any other way to extract these files.
