1) Default Language applies to the installer options. In the application itself, the option is simply labeled Language. The section of the web page that you quoted is specifically addressing installer options, so it's written correctly. :-)
2) Changed settings (language, history option, etc.) are not saved until you click OK. If you just click Cancel after changing an option, it is not saved as UniExtract assumes that you want to Cancel the changes. Logically this makes sense, but it does create an issue in that it requires you to extract a file before you can actually save any preference changes (excluding setting default preferences in the installer or editing the uniextract.ini file directly). This issue has been brought up once or twice in the past, so I agree that it's a concern. I'm kicking around possible ideas to address it in the next major version, but nothing definite yet.
3) I'm currently working on version 1.5.1. As soon as it's complete, it will be packaged along with all available language files. Optimistically I hope to get that out in the next couple of weeks, but no promises. :-)

Wow, the russian translation is really bullshit... IMHO it looks like result of automated translation site (or program like PROMT) work. Pretty bad quality.
